CLEAN DEVELOPMENT MECHANISM (CDM): PROBLEMS AND PROSPECTS IN BANGLADESH

ABSTRACT

Clean Development Mechanism (CDM) is one of the three market based emissionstrading mechanismsestablished by the Kyoto Protocol (KP) regime. This mechanism hasbeen designed to monetise environmental values using market mechanismto contribute to the sustainable developmentof the host country andto encourage cleaner technology transfer from developed countries.As of June 20, 2008, a total of 1,084 CDM projects have been registered with the CDM Registration Board. Out of these registered projects, India is the host country for 35% of the projects followed by China (14.4%) and Brazil (13.6%). Compared to these numbers,Bangladesh has so far been successful in registering only 2 projects constituting 0.18 % share of the CDM projects.Such a share is highly disproportionate consideringBangladesh’s population, geographical location and economic condition.However, this should not be assumed that the local entrepreneurs are not interestedin undertaking CDM projects. Thus, the paper identifiesthe problems that exist in undertaking/popularizing CDM projects in Bangladesh against the successes of India or other countries. The paper discussessome of the institutional, technical and capacity building issues specific to Bangladeshas well as the CDM registration process. Besides certified emission reduction (CER) attainable throughthe CDM process, the paper alsoexploresthe prospects of verified emission reduction (VER) in the context of Bangladesh.
