Biography

AFM Gousal Azam Sarker is a Bangladeshi diplomat and former Chairman of the Bangladesh Institute of International and Strategic Studies (BIISS). Born on 8 February 1964, he is the eldest son of the late Freedom Fighter Rais Uddin Sarker, a recognised Mukti Bahini veteran of the 1971 Liberation War. An alumnus of the University of Dhaka, he earned a bachelor’s (honours) degree in English literature and a master’s degree in English linguistics, later completing a second master’s in International Policy and Practice at George Washington University in Washington, D.C. Joining the Bangladesh Civil Service (Foreign Affairs) in 1986, he served in various capacities at the Ministry of Foreign Affairs, including as Director General for Europe and for International Organisations, and in Bangladesh missions in Paris, Kathmandu, Cairo, Hong Kong, Stockholm, Beirut, and Tehran. He held ambassadorial assignments in Sweden, Lebanon, and Iran, with concurrent accreditation to Denmark, Norway, Iceland, Tajikistan, Armenia, and Azerbaijan, and also served as Consul General in Hong Kong. Over the course of his diplomatic career, he played an active role in strengthening Bangladesh’s bilateral ties across Europe, the Middle East, and Central Asia, before taking on the leadership of BIISS to advance research and policy dialogue on strategic and international issues.
