Bangladesh Institute of International and Strategic Studies (BIISS) is a statutory institution established by the Government of the People’s Republic of Bangladesh on 25 June 1978, with the aim of undertaking research and deliberation on international affairs, security, strategic and developmental issues.

Bangladesh Institute of International And Strategic Studies (BIISS) 

Is a statutory institution established by the Government of the People’s Republic of Bangladesh on 25 June 1978 with the aim of undertaking research and deliberation on international affairs, security, strategic and developmental issues. This is a premier think tank organisation of Bangladesh under the Ministry of Foreign Affairs. The motto of this institute is “Empower thought, drive change”. The main responsibilities of this institute are to undertake study, research and dissemination of knowledge on different national and international issues related to traditional and non-traditional security, international relations, peace and conflict, economics, development and strategic aspects among others. The institute provides necessary assistance as per the demand of the Government in formulation of projects and policies, and their implementations. To fulfil its objective of knowledge generation, the institute carries out exchange of information, opinions and materials with other institutions and scholars of the country and abroad. The institute also acts as an archive for the study and research on different national and international affairs. The institute is guided by a Board of Governors headed by the Chairman of the institute. The board also includes representatives of different government ministries, armed forces, academics and professionals. The Director General, the Chief Executive of the institute, is also the Member-Secretary of the board. Research activities of this institute are carried out by a team of full-time researchers with varied social sciences background. The works of BIISS are shared with a larger audience in the form of books, papers, journals, seminars, roundtable discussions and reports. BIISS also remains active in Track 1.5 and Track 2 diplomacy platforms at both regional and global levels.

Our Core Objectives

Where we focus our efforts

To undertake and promote studies, research and dissemination of knowledge in the fields of international relations, national issues and policies relating to security, defence and external relations, and international peace and security including strategic aspects;

To assist the Government, when required by it, in the planning, formulation and implementation of policies in relevant fields;

To function as a forum for debate and deliberation by scholars, decision makers and members of various professional groups aimed at greater public understanding of national, regional and international issues and policies;

To encourage and promote professional expertise in international and strategic studies, particularly among the younger generation of Bangladesh;

To serve as an information and documentation centre on international affairs and strategic studies;

Promotes institutional and professional collaboration, in particular, exchange information, views and materials with the agencies and scholars engaged in similar studies and research within and outside the country;

Holds meetings and arrange lectures, seminars and conferences for better understanding of relevant national and international issues in the fields mentioned above;

Publishes books, periodicals and reports on studies in the Institute;

Institutes Research Scholarship and Fellowships for encouraging studies in various fields relevant to the aims and objects of the Institute.

Organizational Structure

How BIISS is organized

The Bangladesh Institute of International and Strategic Studies Ordinance. 1984, ordinance No. XXVII of 1984, BIISS Law 2013 defines the objectives, functions and organizational structure of the Institute.

The general guidance and superintendence of the affairs of the Institute are vested in a Board of Governors, headed by the Chairman (appointed by the Government of the People's Republic of Bangladesh) and consisting of Secretaries of the Ministries of Foreign Affairs, Defence and Finance, the Principal Staff Officer (PSOs) of the three services of Armed Forces, academics and professionals. The Director General of the Institute is the Member-Secretary of the Board.

The Director General is the Chief Executive of BIISS who is appointed by the Government of the People's Republic of Bangladesh. He directs and coordinates all research and administrative activities of the Institute.

The research activities of the Institute are carried out by the Research Faculty consisting of a team of full-time researchers with varied social sciences backgrounds. An officer of the Armed Forces, usually of the rank of Colonel, is also deputed to the Institute to undertake research in the fields of defence related studies.
