Bangladesh Institute of
International and Strategic Studies (BIISS) organised a Country Lecture titled
“Bangladesh-Bhutan Relations:
Elevating Bilateral Ties for Shared Prosperity” on Monday, 13 October 2025,
at the BIISS Auditorium in Dhaka. Her Excellency Ms Dasho Karma Hamu Dorjee,
Honourable Ambassador of the Royal Bhutanese Embassy in Bangladesh, graced the
event as the Distinguished Guest Speaker. Professor Mustafizur Rahman,
Distinguished Fellow, Centre for Policy Dialogue (CPD), moderated the event.
The event commenced with a
Welcome Address by Major General Iftekhar Anis, BSP, awc, afwc, psc, PEng,
Director General of BIISS. He highlighted the long-standing friendship between Bangladesh
and Bhutan, the first country to recognise Bangladesh in 1971, and underscored
the importance of deepening economic, cultural, and developmental cooperation
for mutual prosperity.
Ambassador Mashfee Binte Shams,
Former Secretary (East), Ministry of Foreign Affairs and Former Rector, Foreign
Service Academy, set the tone for the session. She reflected on the evolution of
Bangladesh-Bhutan relations and pointed out emerging opportunities in trade,
connectivity, and renewable energy cooperation, which could serve as vital
enablers of sustainable growth in the region.
In her remarks, Ambassador
Dasho Karma Hamu Dorjee expressed her appreciation for the enduring
partnership between the two nations. She emphasised shared priorities,
including environmental stewardship, hydropower collaboration, tourism, and
education. The Ambassador reaffirmed Bhutan’s commitment to working closely
with Bangladesh to foster a future-oriented relationship based on trust, mutual
respect, and regional harmony.
The Lecture was followed by an
engaging open discussion in which participants shared valuable insights and
ideas to enhance bilateral collaboration. The event was joined by senior
government officials, diplomats, academics, representatives from international
organisations, researchers, media, and students.

অনুষ্ঠানে
বাংলাদেশের রাজধানীতে অবস্থিত রয়্যাল ভুটানিজ দূতাবাসের মাননীয় রাষ্ট্রদূত দাশো কর্মা হামু দর্জি বিশেষ অতিথি
হিসেবে উপস্থিত ছিলেন। অনুষ্ঠানে সঞ্চালকের দায়িত্ব পালন করেন সেন্টার ফর পলিসি ডায়ালগ (CPD)–এর বিশিষ্ট
ফেলো অধ্যাপক মুস্তাফিজুর
রহমান।
অনুষ্ঠানের
স্বাগত বক্তব্য প্রদান করেন বিআইআইএসএস-এর মহাপরিচালক মেজর
জেনারেল ইফতেখার আনিস, এনডিসি, এএফডব্লিউসি,
এএফডিএডব্লিউসি, পিএসসি, পিএইচডি। তিনি
বাংলাদেশ ও ভুটানের মধ্যকার দীর্ঘদিনের বন্ধুত্বপূর্ণ সম্পর্কের কথা তুলে ধরেন এবং
উল্লেখ করেন যে, ১৯৭১ সালে ভুটান বাংলাদেশকে স্বীকৃতি প্রদানকারী প্রথম
দেশগুলোর অন্যতম। তিনি পারস্পরিক সমৃদ্ধি অর্জনের লক্ষ্যে অর্থনৈতিক, সাংস্কৃতিক
এবং উন্নয়নমূলক সহযোগিতা আরও গভীর করার ওপর গুরুত্বারোপ করেন।
অনুষ্ঠানের
মূল প্রবন্ধ উপস্থাপন করেন রাষ্ট্রদূত মাশফি বিনতে
শামস, অবসরপ্রাপ্ত সচিব (পূর্ব), পররাষ্ট্র
মন্ত্রণালয় এবং অবসরপ্রাপ্ত রেক্টর, ফরেন সার্ভিস একাডেমি। তিনি বাংলাদেশ–ভুটান
সম্পর্কের বিবর্তন নিয়ে আলোচনা করেন এবং বাণিজ্য, সংযোগ,
ও নবায়নযোগ্য জ্বালানি সহযোগিতাসহ বিভিন্ন ক্ষেত্রে উদীয়মান সুযোগসমূহ তুলে
ধরেন, যা এই অঞ্চলে টেকসই প্রবৃদ্ধি অর্জনে গুরুত্বপূর্ণ
ভূমিকা রাখতে পারে।
বিশেষ
অতিথির বক্তব্যে মাননীয় রাষ্ট্রদূত দাশো কর্মা হামু দর্জি বাংলাদেশ ও ভুটানের
মধ্যকার স্থায়ী অংশীদারিত্ব গড়ে তোলার বিষয়ে আশাবাদ ব্যক্ত করেন। তিনি পরিবেশগত
সংরক্ষণ, জলবিদ্যুৎ সহযোগিতা, পর্যটন এবং
শিক্ষা—এই অভিন্ন অগ্রাধিকার খাতগুলোর ওপর বিশেষ গুরুত্ব দেন। পারস্পরিক বিশ্বাস,
সম্মান এবং আঞ্চলিক সংহতির ভিত্তিতে ভবিষ্যতমুখী দ্বিপাক্ষিক সম্পর্ক গড়ে
তুলতে বাংলাদেশের সঙ্গে ঘনিষ্ঠভাবে কাজ করার বিষয়ে ভুটানের প্রতিশ্রুতি তিনি
পুনর্ব্যক্ত করেন।
বক্তব্য
পর্ব শেষে একটি প্রাণবন্ত প্রশ্নোত্তর ও উন্মুক্ত আলোচনা অনুষ্ঠিত হয়, যেখানে
অংশগ্রহণকারীরা দ্বিপাক্ষিক সহযোগিতা জোরদারের লক্ষ্যে গুরুত্বপূর্ণ মতামত বিনিময়
করেন।
অনুষ্ঠানে
বিভিন্ন মন্ত্রণালয়ের প্রতিনিধি, কূটনৈতিক মিশনের ঊর্ধ্বতন কর্মকর্তাবৃন্দ,
গবেষক, শিক্ষাবিদ, গণমাধ্যমকর্মী, বিভিন্ন
বিশ্ববিদ্যালয়ের শিক্ষার্থী এবং দেশি-বিদেশি থিঙ্ক ট্যাংক ও আন্তর্জাতিক সংস্থার
প্রতিনিধিরা সক্রিয়ভাবে অংশগ্রহণ করেন। তাঁদের মূল্যবান মতামত, পরামর্শ ও
পর্যবেক্ষণের মাধ্যমে আলোচনা আরও সমৃদ্ধ হয়।
