Rohingya Crisis and the Emerging Security Challenges: Response Strategy of Bangladesh

Bangladesh Institute of International and Strategic Studies (BIISS) organized a seminar on “Rohingya Crisis and the Emerging Security Challenges: Response Strategy of Bangladesh” on 23 February 2023. H. E. Mr Anisul Huq, MP, Minister for Law, Justice and Parliamentary Affairs, attended as the chief guest. The seminar featured presentations by security experts and academics, covering regional and non-traditional security dimensions, the political economy of the crisis, and Bangladesh’s response strategies. An interactive discussion followed, involving senior officials, diplomats, military personnel, media, researchers, and students, highlighting national, regional, and global implications of the Rohingya crisis and potential strategies moving forward.

Bangladesh Institute of International and Strategic Studies (BIISS) organised a seminar titled Rohingya Crisis and the Emerging Security Challenges: Response Strategy of Bangladesh, on 23 February 2023 at the BIISS auditorium. H. E. Mr Anisul Huq, MP, Minister for Law, Justice and Parliamentary Affairs, Government of the People’s Republic of Bangladesh, graced the programme as chief guest. Major General Sheikh Pasha Habib Uddin, OSP, SGP, BAMS, afwc, psc, Director General, BIISS, delivered the welcome address. Ambassador Munshi Faiz Ahmad, former chairman, BIISS, chaired the session. Four papers were presented—Lt Gen (Retd) Mohammad Mahfuzur Rahman, OSP, rcds, ndc, afwc, psc, PhD, former Principal Staff Officer, Armed Forces Division, Prime Minister’s Office, Government of the People’s Republic of Bangladesh, spoke on “Regional Security Dimensions of the Rohingya Crisis”; Dr. Niloy Ranjan Biswas, Associate Professor, Department of International Relations, University of Dhaka, discussed “The Rohingyas and Emerging Non-traditional Security Challenges”; ASM Tarek Hassan Semul, Research Fellow, BIISS, talked about “Myanmar and the Rohingyas: the Political Economy of Arms and Business”; and Dr. Delwar Hossain, Member, Bangladesh Public Service Commission, and Professor, Department of International Relations, University of Dhaka, presented “Rohingya Crisis and Security Concerns: Response Strategy of Bangladesh”. These were followed by an open discussion session. Afterwards, the chief guest, H. E. Mr Anisul Huq, MP, delivered his valuable speech. The chair then concluded the session with some remarks.

Presenters and discussants spoke on multifarious dimensions of the Rohingya crisis: from its emergence, the August 2017 exodus from Myanmar, present status, challenges facing Bangladesh, measures taken by the country so far at national, regional and global levels to address these, recommendations on what more can be done, etc. Several important aspects in these regards were reflected on implications of the crisis for neighbouring countries as well.

Senior officials from different ministries, ambassadors, high commissioners, former diplomats, senior military officials, media, researchers, businesspeople, teachers, and students from various universities, representatives from different think tanks, international organisations, participated in the seminar and enriched it by presenting their valuable opinions, comments, suggestions, and observations during the open discussion session.
