The
Bangladesh Institute of International and Strategic Studies (BIISS) organised a
seminar on "Three Decades of BIMSTEC: Advancing Regional Cooperation
for Shared Prosperity" on Monday, 20 July 2026 at the BIISS
Auditorium, Dhaka. The seminar was organised in view of Bangladesh's ongoing
Chairmanship of BIMSTEC and sought to generate informed policy discourse on
strengthening regional cooperation for shared prosperity.
H.E.
Shama Obaed Islam, MP, Honourable State Minister, Ministry of Foreign
Affairs, Government of the People's Republic of Bangladesh, attended the
seminar as the Chief Guest. H.E. Ambassador Indra Mani Pandey, Secretary
General of BIMSTEC, attended as the Special Guest. Major General A S M
Ridwanur Rahman, awc, afwc, psc, G, Director General, BIISS, delivered the
welcome address. The keynote presentation was delivered by Dr Mahfuz Kabir,
Research Director, BIISS. The seminar also featured panel presentations by
Professor Dr Rasheduzzaman, Department of International Relations,
University of Dhaka, and Professor Dr Kazi Maruful Islam, Director,
Centre on Budget and Policy, University of Dhaka. The session was chaired by Major
General A N M Muniruzzaman (Retd), President, Bangladesh Institute of Peace
and Security Studies (BIPSS).
The
keynote presentation and panel discussions examined the evolution of BIMSTEC
over the past three decades and assessed the opportunities and challenges
facing the organisation in promoting regional cooperation. The deliberations
highlighted the importance of strengthening institutional capacity, enhancing
regional connectivity, expanding economic cooperation, and fostering greater
collaboration across the organisation's priority sectors. Participants also
underscored the need for practical, action-oriented initiatives to advance
regional integration and contribute to peace, stability, resilience, and
sustainable development in the Bay of Bengal region.
An
interactive open discussion followed the keynote presentation and panel
sessions. Participants exchanged views on a wide range of issues relating to
regional cooperation, connectivity, trade and investment, security cooperation,
and people-to-people engagement. The discussion also highlighted the importance
of strengthening partnerships among member states and promoting evidence-based
policy dialogue to enhance the effectiveness of BIMSTEC.
In his address as the
Special Guest, His Excellency Ambassador Indra Mani Pandey, Secretary
General, BIMSTEC, deliberated on ongoing projects and actions on areas such as
women's development, climate adaptation, grid interconnection and technical
capacity building in energy, security cooperation in drug control; cyber,
maritime and human security, counterterrorism and transnational crime, tourism,
visa facilitation, trade and investment taken by BIMSTEC.
In
her address, the Chief Guest, H.E. Shama Obaed Islam, MP, reaffirmed
Bangladesh's strong commitment to BIMSTEC and to promoting a peaceful,
resilient, and prosperous Bay of Bengal region. She emphasised the importance
of translating regional commitments into concrete actions through greater
implementation, practical cooperation, and strengthened institutional
mechanisms. She also underscored Bangladesh's commitment, as the current Chair
of BIMSTEC, to advancing economic integration, connectivity, trade, investment,
the Blue Economy, and people-centric regional cooperation, while working
closely with all member states to realise the organisation's shared objectives.
She expressed confidence that the recommendations emerging from the seminar
would help strengthen Bangladesh's leadership during its BIMSTEC Chairmanship
and support the organisation's future development.
Senior
officials from different ministries and government agencies, ambassadors and
high commissioners, representatives of BIMSTEC member states and international
organisations, members of academia, researchers, university faculty members and
students, representatives of the armed forces, development partners, private
sector stakeholders, media representatives, and policy practitioners
participated in the seminar.

অ্যান্ড স্ট্র্যাটেজিক স্টাডিজ (BIISS) ২০ জুলাই ২০২৬, সোমবার ঢাকার BIISS মিলনায়তনে "বিমসটেক-এর তিন দশক: যৌথ সমৃদ্ধির
লক্ষ্যে আঞ্চলিক সহযোগিতা এগিয়ে নেওয়া" শীর্ষক একটি সেমিনারের আয়োজন করে।
বিমসটেক-এর বর্তমান সভাপতিত্ব বাংলাদেশের হাতে থাকার প্রেক্ষাপটে এই সেমিনারটি
আয়োজন করা হয়; এর
উদ্দেশ্য ছিল যৌথ সমৃদ্ধির লক্ষ্যে আঞ্চলিক সহযোগিতা জোরদার করার বিষয়ে
তথ্যভিত্তিক নীতি-আলোচনা বা সংলাপের সূচনা করা।
গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের
পররাষ্ট্র মন্ত্রণালয়ের মাননীয় প্রতিমন্ত্রী শামা ওবায়েদ ইসলাম, এমপি, সেমিনারে প্রধান
অতিথি হিসেবে উপস্থিত ছিলেন। বিশেষ অতিথি হিসেবে উপস্থিত ছিলেন বিমসটেক-এর মহাসচিব
রাষ্ট্রদূত ইন্দ্র মণি পান্ডে। BIISS-এর মহাপরিচালক মেজর জেনারেল এ এস এম রিদওয়ানুর রহমান, এডব্লিউসি, এএফডব্লিউসি, পিএসসি, জি স্বাগত বক্তব্য প্রদান করেন। মূল
প্রবন্ধ উপস্থাপন করেন BIISS-এর গবেষণা পরিচালক ড. মাহফুজ কবির। এছাড়া প্যানেল
আলোচনায় অংশ নেন ঢাকা বিশ্ববিদ্যালয়ের আন্তর্জাতিক সম্পর্ক বিভাগের অধ্যাপক ড.
রাশেদুজ্জামান এবং একই বিশ্ববিদ্যালয়ের 'সেন্টার অন বাজেট অ্যান্ড পলিসি'-র পরিচালক অধ্যাপক ড. কাজী মারুফুল ইসলাম।

মূল প্রবন্ধ ও প্যানেল আলোচনায় গত তিন
দশকে বিমসটেক-এর বিবর্তন পর্যালোচনা করা হয় এবং আঞ্চলিক সহযোগিতা বৃদ্ধির ক্ষেত্রে
সংস্থাটির সামনে বিদ্যমান সুযোগ ও চ্যালেঞ্জগুলো মূল্যায়ন করা হয়। আলোচনায়
প্রাতিষ্ঠানিক সক্ষমতা বৃদ্ধি, আঞ্চলিক যোগাযোগ ব্যবস্থার উন্নয়ন, অর্থনৈতিক সহযোগিতা সম্প্রসারণ এবং সংস্থাটির
অগ্রাধিকারপ্রাপ্ত খাতগুলোতে পারস্পরিক সহযোগিতা জোরদার করার গুরুত্ব তুলে ধরা হয়।
অংশগ্রহণকারীরা আঞ্চলিক সংহতি এগিয়ে নিতে এবং বঙ্গোপসাগরীয় অঞ্চলে শান্তি, স্থিতিশীলতা, সহনশীলতা ও টেকসই
উন্নয়নে অবদান রাখার লক্ষ্যে বাস্তবমুখী ও কর্মমুখী উদ্যোগ গ্রহণের ওপরও জোর দেন।
মূল প্রবন্ধ ও প্যানেল আলোচনার পর একটি
অংশগ্রহণমূলক উন্মুক্ত আলোচনা অনুষ্ঠিত হয়। এতে আঞ্চলিক সহযোগিতা, যোগাযোগ ব্যবস্থা, বাণিজ্য ও বিনিয়োগ, নিরাপত্তা
সহযোগিতা এবং জনগণের মধ্যে পারস্পরিক সম্পৃক্ততা বা যোগাযোগসহ বিভিন্ন বিষয়ে
অংশগ্রহণকারীরা মতবিনিময় করেন। এছাড়া বিমসটেক-এর কার্যকারিতা বৃদ্ধির লক্ষ্যে
সদস্য রাষ্ট্রগুলোর মধ্যে অংশীদারিত্ব জোরদার করা এবং তথ্য-উপাত্ত-ভিত্তিক
নীতি-সংলাপ বা আলোচনার গুরুত্বও এই আলোচনায় উঠে আসে।
বিশেষ অতিথি
হিসেবে তাঁর বক্তব্যে বিমসটেকের মহাসচিব মহামান্য রাষ্ট্রদূত ইন্দ্র মণি পান্ডে
নারীর উন্নয়ন, জলবায়ু পরিবর্তনের সঙ্গে অভিযোজন,
বিদ্যুৎ গ্রিড আন্তঃসংযোগ ও জ্বালানি খাতে কারিগরি সক্ষমতা বৃদ্ধি,
মাদক নিয়ন্ত্রণে নিরাপত্তা সহযোগিতা, সাইবার,
সামুদ্রিক ও মানব নিরাপত্তা, সন্ত্রাসবাদ
ও আন্তঃদেশীয় অপরাধ দমন, পর্যটন,
ভিসা সুবিধাকরণ, বাণিজ্য ও
বিনিয়োগসহ বিভিন্ন ক্ষেত্রে বিমসটেকের চলমান প্রকল্প ও গৃহীত কার্যক্রম সম্পর্কে
বিস্তারিত আলোচনা করেন।
প্রধান অতিথি মাননীয় সংসদ সদস্য শামা
ওবায়েদ ইসলাম তাঁর বক্তব্যে বিমসটেক (BIMSTEC)-এর প্রতি এবং বঙ্গোপসাগরীয় অঞ্চলকে শান্তিপূর্ণ, স্থিতিস্থাপক ও
সমৃদ্ধ হিসেবে গড়ে তোলার ক্ষেত্রে বাংলাদেশের দৃঢ় অঙ্গীকার পুনর্ব্যক্ত করেন। তিনি
কার্যকর বাস্তবায়ন, বাস্তবমুখী
সহযোগিতা এবং প্রাতিষ্ঠানিক কাঠামো শক্তিশালী করার মাধ্যমে আঞ্চলিক
প্রতিশ্রুতিগুলোকে সুনির্দিষ্ট কার্যক্রমে রূপান্তরের ওপর গুরুত্বারোপ করেন।
বিমসটেকের বর্তমান সভাপতি হিসেবে অর্থনৈতিক একীভূতকরণ, যোগাযোগ ব্যবস্থা, বাণিজ্য, বিনিয়োগ, ব্লু-ইকোনমি এবং জন-কেন্দ্রিক আঞ্চলিক সহযোগিতাকে এগিয়ে
নিতে বাংলাদেশের অঙ্গীকারের কথাও তিনি তুলে ধরেন; পাশাপাশি সংস্থার অভিন্ন লক্ষ্য অর্জনে সকল সদস্য রাষ্ট্রের
সাথে নিবিড়ভাবে কাজ করার প্রত্যয় ব্যক্ত করেন। তিনি আশাবাদ ব্যক্ত করেন যে, এই সেমিনার থেকে
প্রাপ্ত সুপারিশসমূহ বিমসটেক-এর সভাপতিত্বকালে বাংলাদেশের নেতৃত্বকে শক্তিশালী
করতে এবং সংস্থার ভবিষ্যৎ উন্নয়নে সহায়তা করবে।
