Overview
The overview distills a forward agenda with six tracks. (1) Policy coordination: annual joint reviews that publish progress and bottlenecks, enabling corrective action. (2) Trade and standards: mutual recognition pilots, testing capacity upgrades, and SME supplier development to deepen value-chain participation beyond basic assembly. (3) Connectivity and logistics: multimodal corridors linked to ports and dry ports, with digitized customs and risk-based inspections to cut dwell time. (4) Energy transition: structured cooperation on solar, grid flexibility, and storage, prioritizing life-cycle costs and local O&M capability. (5) Knowledge and people links: scholarships, joint labs, language programs, and internships to build absorptive capacity. (6) Risk management: project-level transparency, cyber-physical security by design, and contingency planning for supply shocks. The proceedings recommend a public pipeline dashboard and an outcomes scorecard to ensure that cooperation is judged by measurable benefits—jobs, exports, reliability—not just announcements.

Abstract

These proceedings synthesize reflections delivered on the fiftieth anniversary of Bangladesh–China relations, tracing the arc from normalization to pragmatic, multi-sectoral cooperation. Speakers reviewed political dialogue grounded in mutual respect for sovereignty; the evolution of trade and investment, including industrial park experiments; and collaboration in infrastructure, education, health, and culture. The discussion acknowledged asymmetries in market size and technology but emphasized the agency of Bangladesh in shaping outcomes through standards, transparency, and partner diversification. Attention was given to maritime connectivity, renewable energy, and digital economy linkages where cost curves and learning spillovers can be most beneficial. Participants also evaluated risks—supply-chain concentration, debt sustainability, and cyber-security of critical infrastructure—arguing for guardrails that protect fiscal space and resilience. The proceedings frame cooperation as a portfolio: not every project will be transformative, but a disciplined pipeline, predictable regulation, and open data can tilt the portfolio toward high public value.
